Pashu Sandesh, 14th June 2020

Jammu And Kashmir Veterinary Association- Kashmir (Srinagar province) elections results declared today for the Posts of Vice President, General Secretary, Treasurer and Publicity Secretary. Dr Md Ishaq Bhat, Dr Ishfaq Ahmad Dobi, Dr Zafar Iqbal and Dr Samia Irshad were elected as Vice President, General Secretary, Treasurer and Publicity Secretary respectively.  Elections were held yesterday and 536 members voted for the same.

Talking to Pashu Sandesh, the newly elected Vice President and the current President of the J&K Veterinary Association Dr Md Ishaq Bhat elaborated on the Association’s future plans. He assured of the full cooperation from the Association for the progress of the Animal Husbandry in the newly formed Union territory. He also put forward a few demands through Pashu Sandesh for the Central Government. The demands are elaborated as under

  • Director of Animal Husbandry should be a Veterinarian, not a bureaucrat as only a technical person can understand the unique problems of Animal Husbandry.
  • Time-bound promotions should be given at par with the Medical services.
  • Vigilance clearance should not be applied in the promotions as Veterinary officers are already classified as gazetted officers. Waiting for vigilance clearance causes unnecessary delay in the promotions.
  • As per the existing service rules, the newly joined Vets through PSC would not be given any increment for 5 years and are treated as temporary appointment till the appraisal of 5 years performance. As this rule is not applicable in the rest of the India and UTs, it should not be applied in the J&K UT too.

J&K Veterinary Association has a very peculiar structure. The Association is pided into two identical structures consisting of Vice President, General Secretary, Treasurer and Media advisor each for Kashmir and Jammu. The Vice President of Kashmir Association works as President for the summer secretariat and Vice President of Jammu function as President of the Association for the winter secretariat. This arrangement is made to cater for the two capitals ie Jammu the winter capital and Kashmir the summer capital.

Pashu Sandesh congratulates all the elected members of the J&K Veterinary Association-Kashmir.
