In response to a question related to national livestock mission entrepreneurship development programme (NLM EDP), the minister of state for fisheries, animal husbandry and dairying Prof. S.P. Singh Baghel in a written reply in Lok Sabha informed.
Over the last five years under the National Livestock Mission Entrepreneurship Development Programme (NLM EDP), a total of 24,159 applications were filed for loan, requesting approximately Rs 5,582.50 crore in loans.
Under NLM-EDP a total of 3,853 projects have been approved with project cost of Rs.2,680.75 crore and approved subsidy of Rs.1,235.79 crore. Out of 3,853 approved projects,102 projects were self financed i.e having no loan component, leaving 3,751 applications with approved loan of Rs1,005.34 crore and approved subsidy of Rs.1,211.25 crore. Out of 3,751 projects linked with bank loan, in 2,884 projects loan have been disbursed till date. The total loan sanctioned amount for 2,884 projects is Rs 807.60 crore. of which Rs.542.11 crore has been disbursed.
Under the National Livestock Mission (NLM), financial assistance in the form of subsidy is provided to eligible beneficiaries. However, the sanction and disbursal of loans is undertaken by banks and other lending institutions as per their internal guidelines. It is the prerogative of the bank to evaluate each loan application based on parameters such as the applicant's CIBIL score, creditworthiness, collateral security, repayment capacity, and other due diligence measures.
DAHD does not maintain a separate record of cases where loans have been denied specifically due to poor CIBIL scores. Loan approval, if any, is solely based on the bank's assessment.
