Article 370 abrogation effect: J&K and Ladakh now under Vet Council Act 1984

The abrogation of Article 370 from the erstwhile state of Jammu & Kashmir has started showing its effect. In a significant administrative move wef 31/10/2019, the Central Government has extended the provisions of the Indian Veterinary Council Act 1984 to the Union territory of J&K and Ladakh. This move is part of the reorganisation process in the newly formed UTs. Prior to the abrogation of article 370, the Veterinary Services in the erstwhile state of J&K was governed by the Jammu and Kashmir Veterinary Council Act, 2000.

A clarification on this issue was sought by the Animal Husbandry Departments of UT of J&K and Ladakh. Department of Animal Husbandry GOI, in a letter dated 29th April 2020  has clarified the issue.

Under the special status accorded to the erstwhile state of J&K by the article 370, the Jammu and Kashmir Veterinary Council Act, 2000 was passed by the then State legislative assembly and subsequently published in the State Gazette on 16th October 2000, for the establishment of a Jammu and Kashmir Veterinary Council and the maintenance of registers of persons qualified to engage in veterinary practice for the whole of Jammu and Kashmir.
